The latest in highly critical reviews of government regulatory agencies. CQC, OFSTED, Charity Commission, OFWAT, Environment Agency……. There are hundreds of regulatory bodies in the UK themselves governed by a code in existence for over 10 years.
In April 2014, the UK government enacted that regulatory code, the primary objective of which is to provide a clear, flexible and principles-based framework for how regulators should engage with those they regulate. See: https://www.gov.uk/government/publications/regulators-code
Some highlights from that code:
“Regulators should ensure that their officers have the necessary knowledge and skills to support those they regulate…”
“Regulators should provide simple and straightforward ways to engage with those they regulate…”
“Regulators should take an evidence-based approach…”
“Regulators should collectively follow the principle of ‘collect once, use many times’ when requesting information from those they regulate...”
Many regulators have power to privately prosecute, similar to those of the Post Office. Think about that in the context of the Post Office Horizon debacle and the standard of investigation exposed there.
The ultimate irony?
Regulation demands investigation skills of the highest order and another government regulator, OFQUAL, has the ‘oven-ready’, ‘off the shelf’, means to deliver them but not one regulatory agency has the qualification! Why?
