Providers are expected to have ‘[6c] an investigatory process that is demonstrably fair, independent, and free from any reasonable perception of bias. This may include consideration of and consultation with appropriate expertise.’
When a student makes a report of harassment and/or sexual misconduct, they expect their university to have the capability and the capacity to investigate such reports. They also expect the investigators to have credibility.

Training and qualifying internal investigators gives the university capability, and gives their investigators credibility.
When the report involves matters outside the internal investigators’ capability, universities can consider external investigators with the appropriate expertise.
During times of high demand on the internal team, due to the number of reports or staff shortages, universities can consider outsourcing to external investigators to avoid backlogs.
